He's a vampire roughly 200-300 years old that, over his long life, has selected a scant few humans to turn into vampires. He only offers the chance to become a vampire after years of observation and careful consideration. During this time he usually becomes close friends with the one he's chosen before making the offer. He bases their "worthiness" on whether or not he thinks they would survive the change, maintain a good deal of humanity, and wouldn't abuse their newfound powers. Once he makes the offer, the choice is ultimately up to the person as Tommy won't force them.
To the few he has turned, he's stressed the importance of maintaining humanity and the responsibility that comes with turning a human. He's also taken the time to introduce all of the ones he's sired to each other to make one big "family." When the plague hit, he helped herd the humans into Old Chicago. He also took over a decent apartment complex in the Inner City at the very beginning that now belongs to the members of his coven and the humans they choose to feed from.
This coven is pretty small, but the members within can be very diverse ranging in race, gender, origins, and etc. Those that belong to it don't need to share the Suarez name. Most, if not all, live in the apartment complex belonging to their coven. All members of the coven know to each other. Whether or not they are friends is up to the individuals themselves.
