Sixty years ago, a plague that only struck humans spread across the world, killing its host within days. This forced the vampires to step out of the shadows, making their previous existence known and take control of the situation. Afraid that they'd lose their only food source, vampires banded together and made certain measures to ensure the survival of the human race. Before this, vampires only belonged to broody teenage novels and chick flicks - until they didn't. The vampires took control of the larger cities and created large walls to protect the humans. The humans found themselves then, as nothing more than cattle at the mercy of demons.
Welcome to Old Chicago, US, a city divided into two sections. The inner and the outer city. The inner city is the home of vampires and their pets, the registered humans. People who abide the vampire laws in order to survive and on top of that, are fed and sheltered. Then there is the outer city, home of the unregistered. These humans have yet to succumb to the vampire's reign, though, that too, comes with its downsides. Struggling for food and shelter, the unregistered are the lowest of the low. And the worst part? No one bats an eye if an unregistered human goes missing.
Although both parts of the city has seen better days, it's obvious that the inner city is better taken care of. The outer city is barely better than the ruins outside and some would even argue with that the outer city is barely safer. But at the least, the walls keep the people safe from the gangrels. Parts of the outer city is also submerged by Lake Michigan.
Outside the city walls, often referred to as "the ruins" is a wasteland of broken down buildings, overgrown streets and gangrels. Old Chicago isn't the only vampire city, as there are many of them scattered across the world. These are scattered and generally not well known by the general masses. The ruins are a dangerous place. Most people aren't allowed to travel past the city gates, though that hardly stops everyone from using the tunnels to get out and in. However, the ruins are a perfect hunting ground for vampires, gangrels and scavenging for food.
Many of today’s technology have been lost, though some still remain after being salvaged. Cars aren’t commonly used within cities, but there are a few still working cars to be found within the ruins, unless they have rusted to the point of destruction. The unregistered are generally unschooled, save for the few who has learned to write and read, because why on earth would vampires school their cattle? However, the registered humans are offered more options and those who can read and write, usually reach higher than the ones who can't. Books aren't common in the outer city, most of which have been used as firewood.
The outer city is also the home of gangs - groups of unregistered who form together, either for protection or just for the sake of not being alone. Because in a world like this, one would have to rely on the strength of the many or hope with all your might that you'll somehow make it on your own.
