Reinhard is known to be a man of conviction and a purveyor of order. While he his more than open with his displeasure towards the current state of the world and the caste system that exists, he is also a man of honor and his given word. Nearly two hundred years ago he swore an oath to the Nox Invictus ( or what common vampires have come to affectionately call The Inquisition) to uphold the veil and protect the secret of their existence. Much like that of the existence of vampires, their order was something only spoken of in shadows under for fear that such talk would summon them.
Before the calamity, Reinhard served as the Grand Inquisitor over America. Revered and hated in equal amounts, it was his life's work to ensure that their existence remained a secret. That vampires as a whole were thought as nothing more than dreamland phantasms. They answered only to the highest of elders, and when challenged, often operated independently to enforce the rites when they were challenged. This made them, at times, an enemy of both vampires and humans. Anybody who threatened the status quo. When the world feel apart, so did their order. Thus, like many others, Reinhard was lost.
But like the old world, so to did the new world need order. Thus, after receiving an invitation, Reinhard came to Old Chicago. From the ashes he resurrected their clandestine order, letting it evolve with the times. Instead of enforcing the veil, they now enforce the word of the lords and ladies of the city and ultimately to that of the King.
With such a bold personality, it isn't surprising that he has dissenters. Both young and old. There are those that see him as a tool of the current regime, while others are old enough to remember the very reason why Reinhard and those of his order were referred to as The Inquisition. Often mercilessly slaughtering human and vampires alike in order to keep the veil intact. As the Grand Inquisitor over Old Chicago's Inner City, he oversees the other Inquisitors in keeping the order and enforcing the will of the lords and ladies. This makes him a target for humans and the like who seek to overthrow their vampire overlords.
When it comes to intimate relationships, he surrounds himself with strong-willed individuals with similar ideologies. Vampires, almost exclusively those who existed before the fall of the veil and civilization. He has very little patience for the children that roam the world currently, and often sees them in the same negative light that he views the majority of humans (and the lowest being unregistered, which he views as little more than vermin.)
